New Delhi, June 27, KDC: The National Investigation Agency (NIA) on Saturday filed a supplementary chargesheet against three more accused, including an absconding suspect, in connection with the November 2025 vehicle-borne improvised explosive device (VBIED) blast near Delhi’s Red Fort that claimed 11 lives.
The supplementary chargesheet, filed before the NIA Special Court at Patiala House Courts in New Delhi in case RC-21/2025/NIA/DLI, names Zameer Ahmad Ahanger, Tufail Ahmad Bhat and Muzafar Ahmad, also known as Faraz and Zafar, all residents of Jammu and Kashmir. With the latest filing, the total number of chargesheeted accused in the case has risen to 13, including the deceased prime accused, Dr. Umer Un Nabi.
According to the NIA, absconding accused Muzafar Ahmad, a pediatrician holding MBBS and MD degrees, is the elder brother of co-accused Dr. Adeel Ahmad Rather and a founding member of “AGuH Interim”, an alleged offshoot of Al-Qaeda.
The investigation revealed that Muzafar was among the key conspirators, along with Dr. Umer Un Nabi, Muzammil, Dr. Adeel Rather and Mufti Irfan, in planning and executing the deadly VBIED attack on November 10, 2025.
The agency further alleged that Muzafar attended a secret meeting at Eidgah in Srinagar in June 2022, during which AGuH Interim was formed. He was also allegedly involved in the manufacture, testing and storage of TATP-based improvised explosive devices at a clandestine IED facility allegedly operated by Umer and Muzammil at Al-Falah University in Faridabad.
The NIA said a Non-Bailable Warrant (NBW) has been issued against Muzafar, who remains absconding, and efforts are underway to trace and arrest him.
The agency identified Zameer Ahmad Ahanger as an Over Ground Worker (OGW) of AGuH Interim who allegedly maintained contact with handlers and acted as a courier for arms, ammunition and cash for the terror module.
Tufail Ahmad Bhat, described as a former Over Ground Worker of the banned Lashkar-e-Taiba (LeT), allegedly served as the module’s arms supplier. According to the NIA, he procured an AK-47 rifle, a Krinkov rifle, a pistol, magazines and live ammunition through dead drops arranged by a handler and delivered the weapons to Dr. Umer Un Nabi for Rs 3 lakh.
The arrested accused, Zameer and Tufail, have been charged under Sections 13, 18, 20, 23, 38 and 39 of the Unlawful Activities (Prevention) Act, along with Sections 61(2), 147, 148 and 152 of the Bharatiya Nyaya Sanhita (BNS).
Muzafar has additionally been charged under Sections 61(2), 103(1), 109(1), 118(1) and 118(2) of the BNS, Sections 3, 4 and 5 of the Explosive Substances Act, and Sections 3 and 4 of the Prevention of Damage to Public Property (PDPP) Act.
The NIA said the investigation established links among the accused through multidisciplinary scientific techniques, including forensic examination, geo-location mapping of conspiracy sites and financial trail analysis. The agency said further investigation into the case is continuing.(KDC)
