Leh, July 28: The Administration of the Union Territory of Ladakh has constituted a high-level committee to examine issues related to Nautor land and review the Ladakh Autonomous Hill Development Council (LAHDC) Act, 1997.

The move followed directions from the Union Ministry of Home Affairs through a letter dated July 17, 2025.

As per an order, the committee will be headed by Sanjeev Khirwar (IAS), Principal Secretary, UT of Ladakh, and will include three other senior officers—Michael M. D’Souza (IAS), Qureshi Tariq Mahmood, and Rigzin Spalgon (JKAS).

They have been given four weeks to study the land issues and suggest reforms.

The committee is expected to submit a detailed report covering Nautor land matters and recommend amendments to the LAHDC Act to strengthen local governance.
It will also be supported by the Deputy Commissioners, CEOs of LAHDC Leh and Kargil, and Assistant Commissioners Revenue of both districts.
