Srinagar, Nov 29, KDC: A major discrepancy and a big fraud in the Ayush Department in Kashmir region has come to fore where senior doctors have been sidelined and juniors given top administrative posts by the Director Ayush Jammu and Kashmir.

While those deserving the elevation as per the merit have been left out and a pick and choose method has been followed to adjust undeserving and juniors as district officers, and district disbursement officer’s (DDOs) across the Valley by the Director Ayush Jammu and Kashmir Dr Mohan Singh, who is set to retire on the end of this month.

In the Ayush Department, for the past so many years no concrete policy and method has been followed by the incumbent Director, to fill the administrative posts on the basis of seniority and merit following the government order No. 323 JK(HME), dated 27-04-2021.

Dr Mushtaq Ahmad Parray is a case in point. Who is a B-Grade specialist (Unani), as per seniority list is 36 and accused of cheating, criminal conspiracy and corruption under case FIR no 34/2021 under sections IPC 420, 120-B and 506 registered at police station crime branch Kashmir has been posted as district Ayush officer Pulwama by the incumbent director leaving the deserved ones on god’s mercy.

As per the order copy lying with Srinagar based news agency Kashmir Dot com (KDC), reads consequent up above and in view of the seniority list, Dr Mushtaq Ahmad Parray, who is B-Grade specialist (Unani) shall also the routine office work of District Nodal Officer, Ayush Pulwama and also act as DDO in addition to his own duties. Which is against the norms of government orders.

The other doctors, who are not even entitled to District Nodal Officer posts were favoured so much by the director that no scope was left for senior doctors. Out of turn postings have been sanctioned in favour of doctors like Dr Abdul Rehman, who is currently district Ayush officer Kulgam and is on Serial No. 95 as per government’s seniority list.

Similarly, Dr Riyaz Khan figuring at serial no 17 had been promoted and posted as District Ayush Officer Baramulla by. leaving the first 16 senior doctors.

Not only this, The recruitment rules for the posts of District Ayush Officers and DDO’s have been pushed to the back burner and the seniority list has been thrown into the dustbin while a pick and choose method has been used by the Director
.
Recently, Health and Medical Education Department wide order no 751-JK (HME) dated 25-10-2022, issued an order to adjust five doctors( Dr Nuzhat Bashir Shah, Dr Ravinder Pandita, Dr Tabasum Rasool Khan, Dr Shamim Ahmad Shah anf Dr Rohilanaz Khan) as DAO’s in Kashmir region, however the Director has violated the order instead posted them he (Director) has kept thr aforesaid doctors at directorate office shalteng Srinagar.

It is pertinent to mention here that the Director has also violated the transfer policy as Dr Irfat Ali, was transferred from Unani Hospital Shalteng Srinagar to Ayush Dispensary Munand Guffan Kulgam but only after Seven months she has been transferred back to her earlier place of posting.

Same is the case with Dr Gowhar Bilal who is an open merit candidate has been transferred to Srinagar and within seven months he was transferred to a backward area which goes against transfer policy. The aforesaid doctors have been given choicest administrative posts and are enjoying all facilities under the nose of Director Ayush Jammu and Kashmir.

Sources in the department revealed that Director Ayush Dr Mohan Singh is knocking every door in the civil secretariat and trying hard to get extension of his services.

A top official in the civil secretariat told KDC that the government will look into this matter and necessary action as per law will be initiated if found involved. (KDC)
