In its latest October 15 order, the Tribunal granted the government two weeks to apprise it of the inquiry’s status after being informed that two witnesses on behalf of the complainant had been examined.
The Bench, comprising Administrative Member Pragya Sahay Saksena and Judicial Member Sanjeev Gupta, noted that the inquiry was required to be completed within one month under the government’s order dated July 14, 2026, but had exceeded that timeline.
“At the request of learned AAG, two weeks’ time is granted to apprise this Tribunal about the status of the inquiry,” the order states.
The Tribunal further directed that the inquiry be completed expeditiously and a status report filed by the respondents on the next date of hearing. The matter has been listed for November 2, 2026.
Jasrotia, who was serving as Sub-Divisional Police Officer (SDPO), Gandhi Nagar, Jammu, was suspended through Government Order No. 541-Home of 2025, dated November 13, 2025, under Rule 31(1) of the Jammu and Kashmir Civil Services (Classification, Control and Appeal) Rules, 1956. He was directed to remain attached to Police Headquarters during the suspension period.
The officer subsequently approached CAT seeking relief, including reinstatement. In an order dated June 17, 2026, the Tribunal recorded his counsel’s submissions regarding delays in the inquiry, the review of his suspension and payment of enhanced subsistence allowance. On September 14, it directed the government to place the outcome of the inquiry on record by the next hearing.
The suspension followed allegations of assault and misconduct involving JKAS officer Azhar Khan during election-related duties in November 2025. Separate criminal proceedings also arose from the incident, including a September 5, 2026, order by a Jammu court directing registration of an FIR on Khan’s complaint. The operation of that order was subsequently reported to have been stayed by a Sessions Court. (KDC)
