Srinagar, Oct 9, KDC: The Jammu and Kashmir Government has notified a 21-day stipulated timeline for disposal of 18 services related to building permissions and No Objection Certificates (NOCs) across various departments under the Jammu and Kashmir Public Services Guarantee Act, 2011.

The General Administration Department (GAD), in a notification issued on October 8, 2026, specified the designated officers, first appellate authorities and second appellate authorities for these services under the provisions of the Act and the Jammu and Kashmir Public Services Guarantee Rules, 2011.

The notified services cover the Revenue, Forest, Cooperative, Disaster Management, Relief, Rehabilitation and Reconstruction (DMRRR), Jal Shakti, Power Development, Culture, Public Works and Housing and Urban Development departments.

Under the Revenue Department, the notified services include NOCs for building permission concerning Revenue Department land-title verification, Nazool Department land verification and Custodian land. The Forest Department services include NOCs relating to forest land, wildlife and the Department of Ecology, Environment and Remote Sensing, besides Pollution Control Board clearances.

The notification also covers building permission NOCs from the Cooperative Department, including the J&K Sainik Society and J&K Cooperative Society, as well as permissions from the DMRRR, Jal Shakti Department and Power Development Department.

For the Culture Department, the timeline applies to NOCs for building permission involving heritage buildings or monuments, while the Public Works Department service covers NOCs for building permission from the department.

The Housing and Urban Development Department has also been brought under the framework, covering NOCs for building permissions from town planning organisations in Jammu and Kashmir, Srinagar Development Authority and Katra Development Authority.

The notification lays down the concerned officers responsible for processing each service and provides a two-tier appellate mechanism in case of delay or grievance. (KDC)
