New Delhi, October 4: The Union Ministry of Home Affairs (MHA) has directed all segments of the AGMUT cadre to report within 48 hours any case, arrest, adverse court order or action by investigative agencies involving IAS, IPS, DANICS and DANIPS officers, sources said.
The directive was issued during a review meeting chaired by a senior MHA official amid concerns over delays in reporting cases being investigated by agencies such as the Central Bureau of Investigation (CBI), Enforcement Directorate (ED) and Anti-Corruption Bureau (ACB), the sources said.
The ministry has also directed all AGMUT segments to submit details and supporting documents in pending disciplinary cases by October 15, clearly indicating whether each case is at the pre-charge-sheet or post-charge-sheet stage.
The proposals are required to contain a statement of facts, chronology of events, authenticated copies of relied-upon documents, lists of witnesses, draft charge-sheets and specific recommendations on the proposed major or minor penalty, along with reasons for initiating disciplinary proceedings.
Incomplete proposals returned by the ministry have to be resubmitted within 15 days.
The MHA has separately ordered closer scrutiny of officers who remain on prolonged leave. The concerned administrations have been asked to verify leave accounts, the nature and duration of leave, extensions granted and the officers’ places of stay.
The ministry has directed that salaries be paid only for periods covered by sanctioned leave, while any excess payments are to be identified and recovered in accordance with rules.
Ladakh, Puducherry, Mizoram, the Andaman and Nicobar Islands and Arunachal Pradesh have been specifically asked to verify leave records and initiate recovery wherever necessary.
Cases involving unexplained prolonged absence or failure to resume duty despite repeated directions may also invite disciplinary action under applicable service rules, sources said.
On mandatory training, the MHA directed that exemptions should be granted only in genuinely exceptional circumstances. Each AGMUT segment has been asked to establish an internal mechanism to track training requirements, while officers nearing promotion eligibility should be relieved for training on priority.
The ministry has also asked the Arunachal Pradesh government to expedite its proposal for induction of state police service officers into the IPS against the 2025 Select List and forward it to the Union Public Service Commission (UPSC).
For Jammu and Kashmir, the MHA has directed authorities to complete the collection of Annual Performance Assessment Reports (APARs) and prepare documentation for pending IAS and IPS induction proposals without waiting for the Centre to finalise vacancies.
The proposals should be kept ready for immediate submission to the UPSC once the vacancies are determined, sources said.
The MHA has further directed all AGMUT segments to ensure continuous direct recruitment in the entry grades of state civil and police services and take steps to clear existing recruitment backlogs.
