Jammu, Sep 17, KDC: The Jammu and Kashmir Anti-Corruption Bureau (ACB) has registered three separate FIRs against officials of the Motor Vehicle, Rural Development and CAPD departments in Jammu and Kashmir.
A female JKAS officer, Sheeba Inayat, has been named as an accused in two separate FIRs registered at ACB Police Station Baramulla, while the third FIR has been registered against an employee of the Motor Vehicle Department, Jammu, in a disproportionate assets case.
In the first case, the ACB registered FIR No. 06/2026 at Police Station ACB Jammu against Ashwani Kumar, an employee of the Motor Vehicle Department, Jammu.
The case was registered following verification of allegations that Kumar had acquired movable and immovable assets disproportionate to his known sources of income through alleged corrupt and illegal means, both in his own name and in the names of family members.
The ACB said the verification revealed assets including shops, plots, flats and several luxury vehicles.
During the investigation, searches were conducted at his residential premises at Vinayak Nagar, Muthi, Jammu, after obtaining a warrant from the competent court. The agency said the search was conducted in the presence of independent witnesses and magistrates. Further investigation is underway.
The second FIR, No. 03/2026, has been registered at Police Station ACB Baramulla against Sheeba Inayat, JKAS, the then Block Development Officer, Singhpora/Pattan.
The case relates to allegations of possession of assets disproportionate to her known sources of income. The ACB alleged that the assets included substantial bank balances, FDRs, LIC policies and jewellery, besides immovable properties, including a five-storey commercial shopping complex at Baramulla and plots of land at Baramulla, Gulmarg, Kreeri and Chowadi, Jammu.
The ACB said the expenditure incurred and the value of assets acquired by the officer were found during verification to be disproportionate to her income from known sources.
Searches were subsequently conducted at her residential and office premises pursuant to warrants issued by the Anti-Corruption Court, Baramulla. The agency said incriminating material was seized and investigation is underway.
The third FIR, No. 04/2026, is also registered separately at Police Station ACB Baramulla against Sheeba Inayat, JKAS, the then Assistant Director, Consumer Affairs and Public Distribution (CA&PD), Baramulla, and Mohammad Shafi Rather alias Kandaman, then a salesman in the CA&PD Department, along with other public servants and private persons.
This case concerns alleged malpractices in the distribution of government food grains under the Public Distribution System during June 2013 to June 2015.
According to the ACB, its verification established alleged unauthorised diversion or re-appropriation of government food grains from APL to BPL/AAY categories involving Rs 26.32 lakh, besides an unexplained shortage of 16,763.77 quintals of food grains valued at Rs 1.67 crore at the applicable APL issue rate.
The agency also detected discrepancies between consolidated district statements and circle-wise distribution statements involving 6,120.13 quintals of food grains, with a financial implication of Rs 61.20 lakh.
The ACB further alleged probable short remittance of government revenue amounting to Rs 6.74 lakh, besides an abnormal increase in ration cards and households during the 2014 flood period followed by a sharp decline thereafter.
The agency said the alleged irregularities resulted in a wrongful loss of Rs 2.61 crore to the government and corresponding wrongful gain to the accused persons and others.
The third FIR has been registered under relevant provisions of the J&K Prevention of Corruption Act, Samvat 2006, and Sections 409 and 120-B RPC.
Searches were also conducted at the residential and office premises of Sheeba Inayat and Mohammad Shafi Rather in connection with the case, during which the ACB said incriminating material was seized.
