Jammu, Jul 07: In a latest development, the Directorate of School Education Jammu (DSEJ) has ordered a comprehensive review of all library books available in government and private schools as well as coaching centres across the Jammu division.

Move comes in wake of the recent controversy over the approval of books for libraries in schools.

As per the fresh circular issued by Director School Education Jammu, all Heads of Institutions (HOIs) have been directed to examine every book, including recently procured and older publications, available in classrooms, libraries, offices and staff rooms to ensure that “no objectionable or inappropriate content is being used in educational institutions.”

The circular reads that the exercise aims to identify any material that may violate religious sentiments, prevailing laws, educational values or established norms.

“All the reading material must conform to the age-appropriate guidelines and objectives of the National Education Policy (NEP) 2020,” DSEK circular reads.

The DSEJ has instructed the concerned institution to prepare a detailed report of any objectionable content found, while mentioning the title of the book, its author and publisher besides the number of copies available.

As per the circular instructions, all the government and private schools and coaching centres have been asked to submit a compliance certificate to the concerned Zonal Education Officer (ZEO), certifying that all books have been thoroughly examined, no objectionable material exists on the premises and that library books conform to NEP 2020 guidelines.

“Institutions identifying objectionable material must attach a detailed report with the certificate,” it reads.

The DSEJ has fixed a timeline for the exercise and schools have been directed to submit reports, wherever required, to ZEOs by July 13, while ZEOs have been asked to scrutinise and forward consolidated reports to the concerned Chief Education Officers (CEOs) by July 15.

“After receiving the report from concerned ZEOs, CEOs must submit certified reports to the Directorate by July 17,” the DSEJ circular reads.

The Directorate has also made CEOs responsible for monitoring the process and ensuring compliance as well.

Also, a committee comprising the Joint Director (JSK) range and Joint Director (Elementary Education) has been tasked with collecting district-wise reports and submitting a final consolidated report to the Director.

The Directorate has warned of strict action saying that any lapse in implementing the directions would be viewed seriously and disciplinary proceedings would be initiated against defaulting officers under the applicable rules.
