Srinagar, Apr 8, KDC: The Jammu and Kashmir Lt governor has terminated the services of two employees for their alleged involvement in terror-related activities, reaffirming its zero-tolerance policy against terrorism and its support networks within the system.
The action has been taken under Article 311(2)(c) of the Constitution, which empowers the government to dismiss employees without an inquiry in the interest of state security.
Mohammad Shafi Dar Case
One of the terminated employees has been identified as Mohammad Shafi Dar, son of Mohammad Sultan Dar, a resident of Banyari Sharki Hajin in Bandipora. He was working as a Class-IV employee (Plantation Watcher) in the Rural Development Department (RDD).
Officials said Dar is an “indexed terrorist associate” of Lashkar-e-Taiba (LeT) and is currently lodged in District Jail Amphalla, Jammu. He allegedly misused his government position to provide shelter, logistical support, movement guidance, and operational assistance to LeT terrorists operating in the Sumbal–Hajin belt.
According to the dossier, Dar remained in constant touch with active terrorists in the area as well as handlers across the Line of Control (LoC). He was arrested on April 23, 2025, from Sadunara Bandipora along with arms and ammunition.
A case (FIR No. 87/2025) was registered against him under Sections 16, 18, and 23 of the Unlawful Activities (Prevention) Act (UAPA), along with provisions of the Indian Arms Act and Explosive Substances Act at Police Station Sumbal. The case has been chargesheeted, and charges were framed by the trial court on December 13, 2025.
Officials said the recovery of an assault rifle, ammunition, and a live grenade indicated that Dar had progressed from being a facilitator to an active operational associate with violent intent, government said in a statement to news agency Kashmir Dot Com.
Farhat Ali Khanday Case
The second dismissed employee, Farhat Ali Khanday, son of Abdul Ali Khanday, is a resident of Gund Tethar Hergam, Banihal in Ramban district. He was serving as a Class-IV employee in the School Education Department.
Authorities said Khanday was working as a terrorist associate of the proscribed outfit Hizbul Mujahideen (HM) and was involved in handling and channeling terror funds.
He was arrested on April 20, 2011, in connection with FIR No. 65/2011 registered at Police Station Banihal under multiple sections of the UAPA related to terror funding. During searches, ₹82,000 in hawala money was recovered from his residence.
Khanday was later released on bail by the Hon’ble High Court of J&K on October 19, 2011. The case was subsequently chargesheeted, and charges under Sections 13, 17, 18, 20, and 40 of the UAPA were framed against him by the competent court.
Despite being granted bail, officials stated that Khanday “showed no remorse” and continued to remain involved in anti-national and subversive activities linked to the banned organisation.
Officials said both employees had long been under the radar of security agencies, with detailed dossiers compiled before action was approved by the competent authority.
The government reiterated that any employee found involved in activities prejudicial to national security would face strict action, including dismissal from service. (KDC)
