Jammu, Feb 2, KDC: Lieutenant Governor Manoj Sinha on Monday said Jammu and Kashmir has entered a new phase of democratic governance, economic growth and inclusive development, as he addressed the Legislative Assembly at the commencement of the Budget Session.
LG Sinha while addressing legislative assembly as Budget session commences in Jammu, as per news agency Kashmir Dot Com (KDC), said the past year marked a significant milestone with the formation of an elected government after a long gap, strengthening public faith in democratic institutions and participatory governance. He said the government has focused on restoring public confidence and ensuring that voices from all regions and communities are reflected in policymaking.
Highlighting governance reforms, Sinha said transparency, accountability and digital governance remain the cornerstone of the administration. Over 1,500 public services have been made available online, with hundreds integrated into an auto-appeal system to ensure timely delivery of services to citizens.
On the economic front, the Lieutenant Governor said Jammu and Kashmir is recording an annual nominal growth rate of around 11 percent, placing it among the fastest-growing States and Union Territories in the country. GST revenue collections and power tariff receipts have shown steady growth, reflecting improved fiscal management and economic activity.
Infrastructure development was identified as a key driver of transformation, with investments of over ₹61,000 crore in roads, highways, tunnels and connectivity projects. Major tunnels, including the Sonamarg Tunnel, have been completed, while several others are nearing completion to ensure all-weather connectivity across regions.
The Lieutenant Governor said Jammu and Kashmir has been fully connected to the national railway network, opening new avenues for trade and tourism. A dedicated Railway Division has been sanctioned, and modernization of Jammu Tawi Railway Station is underway, while the first-ever FCI food-grain freight train to Kashmir has been operationalised.
Referring to the power sector, Sinha said major hydropower projects with a combined capacity of over 3,000 MW are under execution. Smart prepaid meters are being installed across the Union Territory, helping reduce losses and improve revenue realisation, while solarisation initiatives are expanding renewable energy capacity.
Tourism, he said, continues to be a vital pillar of the economy, with the Union Territory recording 1.78 crore tourist visits in 2025. New initiatives, including the opening of the Chrysanthemum Garden and promotion of year-round tourism, are aimed at boosting employment and regional development.
Addressing social welfare, the Lieutenant Governor said targeted schemes have strengthened support for women, senior citizens, persons with disabilities and marginalised communities. Over ₹9,000 crore has been transferred directly to beneficiaries under DBT-based schemes, while pensions and welfare assistance have been enhanced.
Concluding his address, Sinha called upon members of the House to work collectively to build a peaceful, progressive and prosperous Jammu and Kashmir, reaffirming the government’s commitment to inclusive growth, good governance and democratic values. (KDC)
