Srinagar, Nov 27: The Jammu and Kashmir Government has blacklisted LMES IT LLP and its principal stakeholder Maharaj Krishan Wali, prohibiting them from participating in any future recruitment-related tenders in the Union Territory. The decision follows a series of investigations that uncovered major irregularities in the 2020 Fire & Emergency Services (F&ES) recruitment process.
The action comes after a multi-tier probe that began with a committee constituted on December 12, 2022, to examine allegations surrounding the selection of Firemen and Firemen Drivers. The committee submitted its findings on February 10, 2024, which prompted the government to refer the matter to the Anti-Corruption Bureau (ACB) for a deeper investigation.
Following detailed verification, the ACB registered FIR No. 01/2025 at its Central Jammu Police Station, naming LMES IT LLP and scrutinising the role of M.K. Wali in the tendering and selection process. The ACB’s findings—later reviewed by a reconstituted committee—revealed that LMES did not meet multiple mandatory eligibility conditions outlined in the e-NIT.
Despite being the L-2 bidder at ₹179 per candidate, the firm was awarded the contract while the L-1 bidder, M/s UMC Technology Pvt. Ltd., which had quoted ₹107.50, was neither called for negotiations nor formally accepted or rejected. Investigators also found that LMES lacked the required experience of conducting recruitment examinations for State police, UT police, or central paramilitary forces, as mandated.
Officials further noted that LMES, incorporated in November 2017 after separating from another entity, failed to furnish the required three years of its own financial documents. Instead, it submitted two years of records from M/s Energy & Software Pvt. Ltd. and only one from its own accounts.
The inquiry also flagged a conflict of interest, highlighting that Wali, who holds 99% shareholding in LMES, had earlier worked as a resource person for M/s Timing Technologies Pvt. Ltd. (TTPL)—a company whose recruitment process for the Fire & Emergency Services Department in 2018 had been scrapped by the government with directions to replace the TRP agency. Despite this history, LMES—owned by the same individual—was again awarded the recruitment contract, which the ACB concluded gave Wali “undue leverage.”
Based on these findings, the Home Department recommended blacklisting under Rule 151 of the General Financial Rules (GFR) 2017, supported by communications issued on June 27 and September 16, 2025. After reviewing all reports, the competent authority approved the proposal.
The government has now barred LMES IT LLP, with offices in Jammu and Gurgaon, along with M.K. Wali, from participating in any future recruitment-related tenders in Jammu and Kashmir.
