Srinagar, Nov 14, KDC: The National Medical Commission (NMC) has removed four doctors from the Indian Medical Register and National Medical Register after their alleged involvement surfaced during the investigation into the Red Fort blast case.

The regulatory action follows the registration of FIR No. 162/2025 at Police Station Nowgam, Srinagar, which became a central case in the wider terror probe triggered by the October explosion near the Red Fort. As investigative agencies began tracing communication and logistical networks connected to the accused, names of several medical practitioners emerged, prompting state medical councils to initiate disciplinary proceedings and forward their decisions to the NMC for national-level action.

The first order, concerning three doctors registered with the Jammu & Kashmir Medical Council viz Dr Muzaffar Ahmad, Dr Adeel Ahmad Rather and Dr Muzamil Shakeel, anchors the Commission’s decision strictly on the FIR and subsequent findings.

“Whereas an FIR No. 162/2025 at P/S Nowgam, Srinagar, U/s 13, 16, 17, 18-B, 19, 20, 23, 39, 40 UAPA Section 61(2), 147, 148, 152, 351(2) BNS, 4/5 Explosive Substance Act 7/25/27 Arms Act, dated 19.10.2025 has been registered. And whereas Dr. Muzaffar Ahmad… Dr. Adeel Ahmad Rather… and Dr. Muzamil Shakeel… have been found to be involved in the above referenced case on the basis of evidence collected by the investigating agencies,” the order reads.

The Commission records that the J&K Medical Council had already cancelled their registrations, stating that such conduct was inconsistent with professional integrity and public trust. It consequently declares: “Now, therefore, in view of the Notifications dated 13.11.2025 regarding cancellation of registration… their names be removed from the IMR/NMR with immediate effect.”

A separate yet related order was issued against Dr Shaheen Saeed, registered with the Uttar Pradesh Medical Council, also based on her alleged role in the same chain of events.

The order opens with the identical foundational reference: “Whereas an FIR No. 162/2025 at P/S Nowgam, Srinagar, U/s 13, 16, 17, 18-B, 19, 20, 23, 39, 40 UAPA Section 61(2), 147, 148, 152, 351(2) BNS, 4/5 Explosive Substance Act 7/25/27 Arms Act, dated 19.10.2025 has been registered.” It further states that she “has been found to be involved in the referenced case on the basis of evidence collected by the investigating agencies,” and concludes with the operative directive: “Now, therefore, name of Dr. Shaheen Saeed… be removed from the IMR/NMR with immediate effect.”

Both orders stem directly from the aftermath of the Red Fort blast investigation, where agencies reported a network of facilitators and support operatives extending into multiple states. Forensic and digital leads developed after the explosion had already confirmed the identity of the blast vehicle’s driver through DNA analysis, and subsequent interrogations allegedly revealed the involvement of individuals with professional backgrounds, including the four doctors now removed from the national registers. The state medical councils’ cancellations became the immediate trigger for NMC action, but officials stated that the underlying basis remained the gravity of offences cited in the FIR.

With the latest orders, all four doctors stand barred from practising medicine anywhere in India “till further orders.” (KDC)
