Srinagar, Oct 31, KDC: The Jammu and Kashmir Government has informed the Assembly that a high-level Committee headed by the Chief Secretary is actively examining all issues related to the regularization of daily wagers, contractual, consolidated, HDE, NYC, and ad hoc employees engaged across various departments in the Union Territory.
In a written reply to Un-Starred Question No. 315 raised by Congress MLA, Tariq Hameed Karra, the Government as per Kashmir Dot Com said the Committee, constituted through Government Order No. 384-JK(GAD) of 2025 dated March 19, 2025, is studying the administrative, legal, and financial dimensions of regularizing these employees.
“The Committee is undertaking detailed deliberations on the administrative, legal, and financial aspects of the matter. The Government shall take an appropriate decision on the implementation of the Committee’s recommendations in accordance with applicable rules and within the ambit of fiscal prudence and legal framework,” the reply stated.
The Government added that the panel is also reviewing Central Government guidelines, relevant court rulings, and fiscal constraints to ensure that any proposed policy is financially, constitutionally, and legally sustainable. A comprehensive data verification process is underway to categorize employees department-wise, verify engagement details, and eliminate duplicate or bogus entries.
Meanwhile, in response to a separate question raised by PDP MLA Waheed Para, the General Administration Department (GAD) as per Kashmir Dot Com informed the House that 1,00,501 casual labourers, daily-rated workers, and other need-based employees have been registered online through Aadhaar-based biometric identification and skill profiling across all departments.
According to the GAD data, the Power Development Department (including PDC) has the highest number of such workers at 38,585, followed by Public Health Engineering, Irrigation and Flood Control (13,616), and the Education Department (12,646). Other departments with significant numbers include the Forest Department (8,317), Public Works (R&B) (6,801), and the Health and Medical Education Department (4,868).
The statement noted that these employees are categorized as casual labourers, seasonal labourers, daily-rated workers, part-time employees, CIC operators, NYC workers, and hospital fund employees, among others. The profiling initiative aims to streamline workforce records, ensure transparency, and support future decisions on regularization. (KDC)
