Srinagar, August 20, KDC: The Jammu and Kashmir Anti-Corruption Bureau (ACB) has registered a case in a major financial scam involving misappropriation of government funds and tampering in the J&K PaySys software in the Directorate of Tourism, Kashmir during 2020–21.
ACB said that, the action followed a written complaint that prompted a preliminary enquiry. The probe revealed that public servants posted in the Accounts Section of the Directorate, namely Javed Ahmad Bhat, Junior Assistant (then In-charge Bill Clerk) and Tawseef Dilshad Zargar, MTS (then Assistant to Bill Clerk), had fraudulently manipulated the Government’s sensitive PaySys software.
The accused allegedly altered the account numbers of legitimate agencies in whose favour payments were due, and replaced them with their own bank account details or those of close relatives. Through this manipulation, they facilitated the illegal transfer of lakhs of rupees of government funds into personal accounts, thereby misappropriating public money.
The enquiry further established that the accused, by abusing their official positions and conspiring with each other and others, conferred undue pecuniary benefits upon themselves at the cost of the state exchequer.
Their acts constitute offences punishable under Sections 7, 13(1)(a) and 13(2) of the Prevention of Corruption Act, 1988, and Sections 120-B, 420 and 467 of the IPC.
Accordingly, FIR No. 16/2025 has been registered against Javed Ahmad Bhat, Junior Assistant (then In-charge Bill Clerk), S/o Late Ghulam Hassan Bhat, R/o Sheikh Mohallah, Brein, Nishat, Srinagar, and Tawseef Dilshad Zargar, MTS (then Assistant to Bill Clerk), S/o Late Dilshad Ahmad Zargar, R/o Chowdrigund, Shopian.
The Anti-Corruption Bureau said that the investigation of the case has been taken up and further action will follow.(KDC)
