The programmes aimed to sensitise students, government officials and other participants about integrity, transparency, accountability and ethical conduct in public service, with a focus on promoting a culture of honesty and good governance.

At Baramulla, the ACB organised a day-long Vigilance Awareness and Youth Parliament session at the auditorium of Government Degree College, Baramulla, with a special focus on the Rural Development Department (RDD) and the Food, Civil Supplies and Consumer Affairs Department (FCS&CA).

The session was attended by AIG Headquarters, ACB J&K, Javaid Hassan Bhat (JKPS), along with other senior ACB officers. Tariq Ahmad Zargar (JKAS), retired Secretary, Rural Development Department, attended as a distinguished guest. Principal of Government Degree College Baramulla, Prof. (Dr.) Tasleema Banoo, District Informatics Officer Baramulla Iftikhar Ahmad, faculty members and representatives from government degree colleges across North Kashmir were also present.

The programme witnessed the participation of approximately 100 officers and officials from the concerned departments, 200 students and faculty members, and 45 ACB officers and officials.

The session commenced with opening remarks by Superintendent of Police, ACB-BKB, Dr. Peerzada Aijaz Ahmad (JKPS), who welcomed the guests and participants and outlined the objectives of Vigilance Awareness Week-2026, highlighting the importance of the theme “Probity for Prosperity”.

A major highlight of the programme was the Youth Parliament session, in which 39 student interns and members, including the Speaker, deliberated on issues concerning public administration, transparency and public service delivery.

Two motions were taken up for discussion: the “Rural Development Works Transparency, Accountability and Public Funds Utilization Bill-2026”, relating to the Rural Development Department, and the “Jammu and Kashmir Public Distribution System Transparency, Accessibility and Accountability Bill, 2026”, concerning the Food, Civil Supplies and Consumer Affairs Department.

Following detailed deliberations, both motions and the accompanying resolutions were put to a vote and passed by a majority. The discussions highlighted the importance of transparent utilisation of public funds, accountable implementation of rural development works and an accessible and efficient public distribution system.

The Youth Parliament provided students with an opportunity to familiarise themselves with parliamentary procedures, participate in constructive debates and express their views on governance and public administration.

An interactive Kahoot questionnaire session was also organised, featuring 32 questions on departmental functioning, anti-corruption, moral values and good governance. Around 196 students and officials participated in the audience poll, making the awareness exercise interactive and engaging.

The Youth Parliament and Kahoot sessions were moderated by Inspector Manzoor Ahmad and Rayees Ahmad Mir, Assistant Executive Engineer (AEE), of the ACB’s BKB Branch.

Addressing the participants, Tariq Ahmad Zargar, retired Secretary of the Rural Development Department, shared his professional experience and offered insights into improving the efficiency and effectiveness of government departments. He emphasised ethical conduct, accountability and commitment to public service.

In his concluding remarks, Javaid Hassan Bhat, AIG Headquarters, ACB J&K, underscored the importance of integrity, probity and ethical conduct in the functioning of government departments. He stressed that transparency, principled decision-making and a zero-tolerance approach towards corruption were essential to strengthening public trust, promoting good governance and advancing sustainable prosperity and inclusive development in Jammu and Kashmir.

Participants were presented with mementos and certificates of participation and appreciation by Javaid Hassan Bhat, Tariq Ahmad Zargar, Prof. (Dr.) Tasleema Banoo and Dr. Peerzada Aijaz Ahmad in recognition of their involvement in the awareness initiative.
