Srinagar, Oct. 15, KDC: A review meeting of Mission YUVA in Jammu and Kashmir descended into a heated confrontation on Wednesday (October 14) after senior IAS officer Kumar Rajeev Ranjan, during an exchange with a woman JKAS officer over the role of the National Rural Livelihoods Mission (NRLM), allegedly told her, “You are bloody shit” and “I am your boss, stupid”, before directing officials in his chamber to prepare her suspension order immediately and write to the General Administration Department (GAD) seeking her dismissal from service.

However, when contacted for his response, the IAS officer described the video as “morphed or AI-generated.”

The confrontation took place during a review meeting of Mission YUVA (Labour and Employment), scheduled for 3 pm on October 14 at the Civil Secretariat in Srinagar. The meeting was chaired by the Administrative Secretary and attended by senior departmental officers and officials associated with the initiative across districts.

The exchange began when Assistant Director Beenish Wani raised the role of NRLM in the implementation of the programme and the difficulties being faced in coordinating the work. Ranjan questioned why the department needed to rely on another agency to meet its targets and said NRLM was only a supporting agency, not the principal authority responsible for the work.

“Why do you need NRLM? Tell me. Apna kaam doosre ko de dete ho (You pass your work on to others),” he said.

“If NRLM’s work had to be done, why would I give it to the Assistant Director? And why would the Chief Secretary have given this work to me? He would have given it to the Managing Director, NRLM,” he said, questioning what the officers had done themselves if another agency was to carry out the work.

“They are just a helping tool. They are not the main authority,” he added.

Wani attempted to explain the department’s position, saying NRLM was not the main authority but still needed to assist the officers. She also sought to explain the targets achieved by her department.

“Sir, NRLM is not the main authority, at least they need to help us,” she said.

As she tried to continue, Ranjan interrupted her. When she attempted to explain the department’s performance, he repeatedly told her to stop speaking.

“Shut up! Shut up! Just shut up!” he said.

Wani objected to being interrupted, telling him that he was not allowing her to speak and that she could not explain her position if he continued shouting at her.

“Don’t explain!” Ranjan replied.

“Madam, chup baithti ho ki nahi baithti ho?” he asked, telling her to sit quietly.

“Main nahi baithungi chup (I will not sit quietly), because I need to explain myself,” Wani responded.

The exchange then became more personal. Ranjan asked how she dared to speak to him in that manner. Wani responded by questioning how he was speaking to her.

“You are bloody shit! I can always talk to you like this,” Ranjan said.

“No, you cannot call me shit,” Wani replied.

“I am your boss, stupid,” he said.

Wani repeated that he could not call her “shit”.

‘Suspension should be typed right now’

The argument then shifted from the work-related dispute to disciplinary action. Ranjan turned to the officials present in his chamber and directed them to prepare Wani’s suspension order immediately.

“Ab Madam bahut ho gaya ab. Madam, abhi iska suspension abhi type hona chahiye, abhi!” he said, insisting that the order be typed without delay.

Wani responded that she had no objection if he intended to suspend her.

“Get out! Get out!” Ranjan told her.

“To hell with you,” Wani replied.

Ranjan then instructed the officials to record her words in the proposed suspension order, repeatedly emphasising that her response had been made in the presence of other officers.

“Record this! Record this in the suspension order that she has said ‘To hell with you’! Record this, Madam, in her suspension letter,” he said.

“Abhi suspension banao aur record karo (Draft the suspension right now and record it),” he added, directing officials to mention the remark in the order.

He also asked that a letter be sent to the GAD seeking action against Wani, going beyond the immediate suspension he had demanded moments earlier.

“Immediately suspend her and write to GAD that she should be thrown out of the service! Dismissed from the service!” he said.

“Civil services rules mein is se zyada kuch nahi ho sakta (Under civil services rules, there cannot be anything more severe than this),” he added.

He again directed the officials to record Wani’s words and send the suspension order and a letter to the GAD immediately, seeking her dismissal.

 ‘Zero delivery’, says officer

Ranjan continued to criticise Wani’s work, accusing her of failing to deliver results and questioning her response during the meeting.

“Aur yeh mujhe aake aankhein dikhayengi! (And she has the audacity to glare at me!),” he said.

“Kaam aata khud nahi hai! (She doesn’t know the work herself!). Zero delivery hai! (There is zero delivery!),” he added, referring to her performance.

He reiterated that the proposed order should prominently record the words she had used during the exchange and directed the Under Secretary to prepare it.

“Under Secretary Madam, aap order bana ke layiye (Under Secretary Madam, you prepare and bring the order),” he said.

“Bilkul bold mein likha hona chahiye ki meeting ke andar kya bola hai (It should be written in bold letters what was said during the meeting),” he added.

Ranjan then repeated his demand for Wani’s dismissal, saying the Chief Secretary should dismiss her from service.

“The Chief Secretary has to dismiss her from service! Nothing less!” he said, adding that he would see how she continued in service after the exchange.

After the confrontation, Ranjan resumed the review meeting and questioned officials from Bandipora and Baramulla about reported operational shortcomings. He also reiterated his objection to officers depending on outside agencies to complete their assigned work.

The Kumar Rajeev Ranjan, when contacted by Kashmir Dot Com for his response, said, “I do not know. May be morphed or AI-generated video.”

The Commissioner also said that, according to information received from the Deputy Commissioner, Ganderbal, the woman JKAS officer in question had been on leave since October 13. He also shared a copy of the leave application submitted by the female JKAS officer to the Joint Director, Employment, Kashmir Division, Srinagar, seeking 10 days of earned leave on medical grounds from October 13 to October 22, 2026. However, the application does not bear any approval or sanction of leave from the competent authority.

Kashmir Dot Com tried to contact the woman JKAS officer through multiple phone calls and WhatsApp messages to seek her comments on the matter; however, she did not respond. The story will be updated as and when her response is received. (KDC)
