Srinagar, Sep 22, KDC: The Social Welfare Department (SWD) has asked all its HoDs to rescind all the orders about violation of Recruitment Rules and irregularities in promotions in all categories as In-charge basis.

As per an order No SWD ESTB/68/2021 dated September 16, of the Administrative of SWD has asked all the department heads to look into the issue of In-charge promotions in details.

“Rescind all orders in violation of rules and in excess of quota; Issue seniority lists and conduct DPCs within one month; Submit the Action Taken Report (ATR) to this department along with the certificate that no stop gap arrangements exist anymore,” the order directs.

The order has been issued after news agency Kashmir Dot Com published a story about the violation of Recruitment Rules by Mission Director (MD) ICDS Rubina Kousar on September 11 by illegally promoting Supervisors as In-charge CDPOs.

The MD had bypassed the Administrative Department by transferring and posting 40 Supervisors as In-charge CDPOs, while ignoring ACDPOs and TSWOs.

The MD had said that she had the competence to issue such orders, however, there was clear violation of Recruitment Rules, Seniority list and quota promotions.

Sources told KDC that the Administrative Department and Advisor to LG took cognizance of the news story about the violation by the Director and issued an order about rescinding the orders.

Sources further said that despite the orders from the Administrative Department, the HoDs including the MD have not yet taken any action to comply with the directions. (KDC)
