Srinagar; The Anti-Corruption Bureau (ACB) on Saturday produced a charge sheet against 22 persons including Member Parliament Aga Syed Rohullah and his six relatives for tampering revenue records.

The ACB Srinagar produced charge sheet before Court of Special Judge, ACB Kashmir in Case FIR No. 18/2009 under Section 5(1)(d) r/w 5(2) of J&K PC Act Svt. 2006 and Section 120-B,467,468,471 RPC against 22 accused persons including two Collectors of LAWDA, four Government officials (new retired) and 16 beneficiaries including Aga family of Budgam.

The case was registered against the officials and beneficiaries after inquiry by the ACB on the allegations of abuse of official position by the officials of Rukhs and Farms department Kashmir by making insertions and tampering with the Revenue records which led to the drawl of fraudulent payments against the excess State land and shown allotted to Tenants at Rakh-e-Aerth Budgam.

The ACB said that the investigation into compensation payments made for the rehabilitation of Dal dwellers under Govt. order No. 56-Rev(S) of 2006, it was revealed that the officials of Revenue and Agriculture department conspired with certain beneficiaries (tenants) to fraudulently inflate land records to claim excess compensation.
“These officials abused their positions to show excessive land possession in favour of beneficiaries leading to undue payments and losses to the state exchequer. The officials of Rakhs and Farms in connivance with officials of LAWDA and Revenue Department through tampering/insertions in revenue records and managed to inflate the quantum of land in possession of tenants”.

It said that through the fraudulent mutations, the land in possession was shown as 60 kanals instead of 6 kanalas under Khasra No. 1692, 40 kanals instead of 4 kanals under Khasra No. 1666/750 and 07 kanal-10 marlas instead of 2 kanals under Khasra No. 1736.

“Due to the inflated quantity of land the excessive payment to the tenants was Rs 38.20 lakhs and in this way, the officials misused the official position and the losses were incurred against State exchequer. A case FIR No. 18/2009 was accordingly registered under J&K PC Act Svt. 2006 read with 120-B RPC in ACB Srinagar for further investigation,” the ACB statement read.
“After registration of Case FIR No. 18/2009 in P/S ACB Srinagar Kashmir, the investigation of the case was concluded as proved and after the accord of Govt. sanction for launching prosecution against the 22 accused persons including the then two Collectors of LAWDA, four other public servants and 16 beneficiaries, the challan of the case was produced before the Court of Special Anti-Corruption Judge Srinagar today on 12.04.2025 for Judicial determination,” read the statement.

The officials against whom charge sheet was produced include Abdul Majid Akhtar son of Abdul Ahad Akhtar of Saraiballa Srinagar at present Chanapora Srinagar, the then Patwari Rakhs & Farms; Zaffar Ahmad Hakak son of Ghulam Ahmad Hakak of Dokani Sangeen Fateh Kadal, Srinagar, now Habib Colony Baghat Barzulla Srinagar, the then Assistant Director Rakhs & Farms Department; Manzoor Ahmad Rather son of Ghulam Hassan Rather of Dehrana Dooru district Anantnag, Senior Circle Inspector Rakhs and Farms Department; Ali Mohammad Wani son of Abdul Gani Wani of Habbak Naseembagh Hazratbal Srinagar, the then Girdawar Rakhs and Farms Kashmir; Hafiz-ullah Shah son of Peer Ghulam Mohammad Shah of Khiagam Pulwama, the then Collector LAWDA; Mohammad Hussain Mir son of Qasim Ali Mir of SK Colony Sector 3rd Qamarwari Srinagar, the then Collector LAWDA; Aga Syed Mussa son of Aga Syed Hussain of Budgam; Aga Syed Aqueel son of Aga Syed Hussain of Budgam; Aga Syed Mohsin son of Aga Syed Mustafa of Budgam; Aga Syed Ali son of Aga Syed Mustafa of Budgam; Aga Syed Hassan son of Aga Syed Mustafa of Budgam; Aga Syed Ahmad son of Aga Syed Mustafa of Budgam; Aga Syed Rohullah son of Aga Syed Mehdi of Budgam; Mohammad Sadiq Wani son of Hassan Wani of Durbal, Bemina; Mohammad Talib Wani son of Hassan Wani of Durbal, Bemina; Ali Mohd Wani son of Hassan Wani of Durbal Bemina; Ghulam Hussain Wani son of Hassan Wani of Durbal Bemina; Abdul Rahim Wani son of Hassan Wani of Durbal Bemina; Hyder Ali Wani son of Hassan Wani of Durbal Bemina; Nazir Ahmad Wani son of Ghulam Ahmad of Durbal Bemina; Ghulam Rasool Wani son of Ghulam Ahmad Wani of Durbal Bemina and late Ahamadullah Dar son of Ghulam Mohammad Dar of Kolipora Bemina.
