13 Years, No Promotion: J&K AAOs Cry for Justice Amid Bureaucratic Apathy

Srinagar, April 5, KDC: The Assistant Accounts Officers (AAOs) of the Jammu and Kashmir Finance Department have once again appealed to the Lieutenant Governor and the Chief Minister of the Union Territory of Jammu and Kashmir for urgent intervention in a long-pending matter concerning their promotion to the post of Accounts Officers (AOs).

Despite rendering nearly 13 years of dedicated service as AAOs, many officers have yet to see any movement in their career progression, a delay they describe as “harrowing” and “disheartening.” The AAOs allege that the Finance Department has failed to address their legitimate demand, despite several representations and formal appeals made over the years, including one submitted directly to the  Chief Minister for sympathetic consideration.

According to the aggrieved officers, the case for their elevation has been under consideration for over a year, yet no concrete steps have been taken. The concerned file, they say, continues to be shuffled between offices without resolution, leading to growing frustration and disquiet within the Subordinate Accounts Service fraternity across Jammu and Kashmir.

“The right to be considered for promotion is not just a statutory right—it is a fundamental right,” one of the dejected officer told Kashmir Dot Com.

“We have exhausted all channels of communication, but it seems our voices are falling on deaf ears. We implore the top leadership of the UT to personally intervene and bring relief to hundreds of officers who are at the brink of despair.”

The AAOs emphasized that the prolonged stagnation is not only demoralizing but also undermines the morale and efficiency of the entire department. They urge immediate administrative action to resolve the impasse and restore faith in the system.

As the Finance Department remains silent on the issue, the AAOs hope that intervention from the highest offices in the Union Territory will bring long-awaited justice and end years of bureaucratic apathy. (KDC)
