JAMMU, AUGUST 5: Secretary, Rural Development Department (RDD) and Panchayati Raj, Dr Shahid Iqbal Choudhary on Monday inaugurated a 28-day training program for newly appointed Panchayat Secretaries in Jammu.

The inaugural ceremony was attended by Director, RDD Jammu, Mohammad Mumtaz Ali, Director, Panchayati Raj, Sham Lal, CEO IWMP, Rajnish Kumar and other officials.

The training program aims to equip the newly recruited Panchayat Secretaries with the necessary skills and knowledge to perform their roles effectively and contribute to the overall development of their respective Panchayats.

In his inaugural address, Secretary RDD highlighted the critical importance of adhering to established guidelines in both administrative offices and fieldwork.

 He emphasized the necessity of leveraging information technology to stay updated with the latest advancements.

Dr Shahid assured that specialized training for the newly appointed Panchayat Secretaries would be organized as required in the coming months.

He encouraged the participants to engage directly with the community to gain a comprehensive understanding of the ground realities.

Director RDD Jammu, Mumtaz Ali, provided an in-depth overview of various schemes and programs.

He stressed the importance of cultivating an approach that resonates with the common populace to enhance the efficacy of their roles and responsibilities.

Director RDD also urged participants to actively engage in field visits to acquire firsthand insights into the prevailing ground conditions.

Director Panchayati Raj, Sham Lal, provided a detailed analysis of the role of Panchayat Secretaries.

He delved into the Sustainable Development Goals (SDGs) and their localization, highlighting the critical importance of the Panchayat Development Index.

Sham Lal underscored the necessity of effective convergence with line departments and recommended incorporating sessions on ethics to prevent potential dilemmas in their roles.

He advocated for comprehensive hands-on training on various digital portals to ensure proficiency in their responsibilities.

CEO IWMP, Rajnish Kumar elaborated on strategies for managing conflict situations in the field.

He inspired the Panchayat Secretaries to diligently pursue their duties to foster significant progress in their careers.

Dr. Asif Ali, Assistant Professor at Central University Jammu, discussed the Rashtriya Gram Swaraj Abhiyan Scheme, covering its objectives, key focus areas, funding structure, and various components in detail.

Dr. Sajad Ahmad Dar, Thematic Expert at SPRC, presented an in-depth analysis of Model/Beacon Panchayats and the establishment of Panchayat Learning Centres. He elaborated on the monitoring mechanisms for capacity building and training and provided a comprehensive overview of the Training Management Portal.

Mohammad Yousuf Parray, BDO Jammu, delivered an extensive lecture on the intricacies of the Panchayat Election Process, covering procedural and regulatory aspects in detail.
