Jammu, Feb 28, KDC: More than 130 Sub Inspectors appointed a decade ago in Jammu and Kashmir Police are seeking “justified promotion policy” so that they get promoted at par with their colleagues in Executive and other wings who stand already promoted last year.

According to news agency Kashmir Dot Com- (KDC), these officers have flagged off the demand with the Chief Secretary of JK B. V. R. Subrahmanyam urging him to frame a “justified promotion policy” so that the armed wing SIs get away with the injustice and slag in their promotions.

A group of Sub Inspectors told news agency Kashmir Dot Com- (KDC) that despite remaining at forefront at every stage, maintain law & order, VIP security among other duties, government has discriminated with them.

They said that while their batch mates in Executive, Auxiliary and Telecom stand promoted last year to Inspectors and will get ahead in the next promotion to Dy SPs, only these 130 Armed wing SIs have been left out.

“The Armed Wing, especially the SIs of the 2010-2011 Batch have suffered immensely due to loopholes at policy level at Police Headquarters. Notably officers of all other wings (Executive, Telecom and Auxiliary) appointed on 10-10-2010 stand promoted barring more than 130 officers of J&K Armed Police. Even officers of other wings appointed after the batch or promotes who made it to SI rank after our joining have been promoted to the Inspector rank,” the officers have written in the memorandum sent to the Chief Secretary and urged him to frame a justifiable policy so that their demand is also met.

The Jammu and Kashmir Police recruited nearly 520 Sub Inspectors in 2010, out of which 489 officers passed out after taking part in yearlong Basic Recruitment Training Course (BRTC) at Sher-i-Kashmir Police Academy (SKPA) Udhampur.

They have said that only 33 directly recruited SIs from J&K Armed Police (2010-2011 Batch) stand promoted till date while PHQ has promoted all officers of other wings appointed on the same date as ours, some officers who joined the department after us and even some promotes who made it to SI rank after our joining.

As per rules of Police, the seniority and promotion at the SI rank is governed by Rule 111 sub clause (II) of J&K Police Manual (merit obtained at SKPA).

“Our counterparts in other wings secured less merit at SKPA and still became seniors by virtue of getting promoted before us,” they said.

They have said that the PHQ merges seniority of all the wings (except Telecom Wing) after promotion of SI rank officers to the rank of Inspector facilitating the promotion of Inspectors of other wings to the rank of Deputy Superintendents of Police (DySP) against the strength of officers in J&K Armed Police.

“There is no rule that governs the merging of seniority at Inspector level and its bifurcation at the SI level which is clearly non-justifiable and ultra vires.”

“The promotion policy framed by PHQ and the logic followed by PHQ in bifurcation of seniority at SI level and its instant merger at Inspector level is beyond comprehension. The policies at hand have immensely affected the career prospectus of all ranks of J&K Armed Police and led to stagnation at different levels especially at Sub-Inspector level.”

“The Government (Home Department) and PHQ in consultation with stakeholders, needs to come-up with a clear cut promotion policy for J&K Police,” they have said.

They have urged Lt. Governor Manoj Sinha to look into the matter at an earliest to end this discrimination in promotions. (KDC)
